Paypal is a more secure way to order from ebay. Just make sure you look at the seller's return policy to make sure u can return it if u don't like the product. But yes in general it is safe to order off ebay.

Its free to get and you can use your prepaid card there as a regular credit card. This way you use paypal to pay for your items, you will have buyer protection on some auctions and even without, paypal gives you 30 days to make a claim on a seller in case you get screwed.

Yes - just check the seller's feedback rating. If the seller is not reliable or sells junk, they will have a lot of negative feedback. Too many complaints get them suspended. Most sellers are very reputable.
Just be sure to read the fine print - some sellers do not accept credit cards or allow returns.
