Not sure about walmart, but i know some stores do. I believe they have to reveal that they do, however. I remember seeing a sticker many years ago in a JC Penney (I think) saying something about the dressing room being under surveillence to prevent theft.
Sure it is ... and you really need to get rid of those polka dotted troney's you were wearing the other day. Must be your church pair, nice and holey. (Real answer - NO!)

It is illegal if they do not notify you that you are under surveillance. By law, if a store has video camera in the dressing rooms they MUST tell the customers. There are usually signs posted around saying something along the lines of "THIS DRESSING ROOM IS MONITORED UNDER VIDEO SURVEILLANCE AT ALL TIMES" and then goes on to explain it is only for reasons to prevent theft.
But I don't think WalMart has them. At least, I've never seen any signs saying they do.
