Is the music industry still suing individuals for stealing music?
It just seems like an impossible thing to stop. How do people get caught for it, anyway?

I believe that they are still are suing people, but they've kind of gotten away from people who just download music for their own use. As you say, that's pretty much unstoppable. What they are looking for now are people who are UPLOADING stolen music onto music sharing websites. Suppose you have some smug college kid who is uploading tons of stolen music. Well, any decent IT person can track down that person's IP address and learn his/her name and initiate a huge lawsuit. (There was a case like this sometime last year. I forget the kid's name or what city he was in - but he did have this spoiled, smug look on his face. Which is natural, because his daddy is apparently a high-powered lawyer and the kid has always gotten whatever he wanted. One of those 'silver spoon' type spoiled brats. I don't know the outcome of his case. I personally hope he lost, just so that he gets a dose of reality and learns that no, he can't do whatever he wants just because his parents are rich).

The music publishers are also going after the file-sharing sites themselves, as reported in this recent article:
