At work, Patty doesn't like Dana
1. Patty is really upbeat and friendly, but with Dana she's sullen and short.

2. Patty keeps a running journal of all of Dana's mistakes, including what she wore, which she emails to management weekly.

3. She complains incessently about Dana to anyone who'll listen. The latest complaint is that Dana has poor personal hygiene (ladies, you know what I mean) and it's a lie.

4. And last, Patty tells everyone that she's looking for another job and plans to be out of here in 2 months (she's been interviewing since May, when Dana was hired).

I can't imagine the stress that Dana is under and I'm shocked that Patty is treating her like this; Patty thinks she's 100% in the right and won't stop.

Would this constitute a hostile work environment?
Additional Details
By the way, Patty is going to be fired if she doesn't pull it together. Our office is small, so they can't be separated. It's one or the other. Patty has 6 years here and was a great employee/co worker. We don't get what's happening now.
