It's a SCAM. Just dump the e-mail. They'll either demand fees up front or ask for your banking details for a transfer and then drain your account.

What can I say,this is sure to be a scam, rip it up and throw it in the bin, all these "lottery's" can cost you dearly if you reply to them. You should be able to check out by contacting the Lotteries Commission in the U.K. I'm sure they will be interested if you bring it to their attention.Not sure of their website but will be well worth looking for.
