A Corporate Bankruptcy, is far different than a personal bankruptcy. For the most part it is done for tax purposes so that he may be able to write off this loss to offset gains in another division of the corporation. It does not necessarily measure incompetence, rather sophisticated tax planning strategy.
As far as the "who you blow" statement I don't really understand that statement. The man, of which I am no fan of, built a Billion Dollar empire, by being brilliant not stupid.
