Lots of things you can try, mainly just talking to them about their lack of motivation. However, when it really comes down to it, if they are unmotivated and unwilling to change then there is nothing you can do. Don't waste to much time on them - and don't woryy, management will figure this out pretty fast too.

Speak in complimentary way about someone else. Point out people that would be good examples by saying positive things about their work.

People are not motivated either because they're not interested in the job or they're not getting enough paid for them to think the job is worth their precious time. Make their job more interesting, give them more money, take them to a party, promise them a future....

You can only motivate someone that's receptive.
Since you've given no background it's hard to advise. I hate to admit that sometimes people take a job and work 'just enuf' to get a paycheck.
If you believe this is someone who wants more, you can motivate by showing appreciation (within reason) of the job they've done on a certain project. or acknowledgement of solving a tough problem - or coming up with a good suggestion.
Don't motivate by 'glad you made it to work today' or 'good job, you got project done in time' ... BE HONEST. you're not doing any favors to anyone (yourself included) by sticking by someone who's not pulling their weight.
