My company may be going through a similar thing and I have been thinking similarly (I am a manager). There are two criteria I will downsize based on: (1) skillset and (2) performance. Obviously, I will lay-off a poor performer before I will lay-off a great performer. That's pretty self-explanatory. However, given that I have a group of great performers (and haven't been told how many I may have to downsize), it could come down to skillset. I may have to lay-off someone with a slightly better performance, but with a less valuable skillset to the company rather than someone the company really, really needs (very valuable skillset), but may not be a great, merely a very good performer.

Keep the ones that you can count on in a crisis, and then the ones that the longest time with the company. If two employees have the same length of service, and one is late on a regular basis, I would consider letting that person go.

To me it is all about attitude and taking it to the next level. it is better to have an employee that shows up, has a positive attitude, and thinks about ways to improve the process or whatever you are working on. of course skill and intelligence, being able to do the job better than someone else is key too, but if all those things are equal then you have to look for that x factor.

Who do you think you couldn't make it through the day without? Answer that to yourself and you will be able to make your determination. If you can't answer that then really look for that in the next few days at work.

Employee loyalty and dependability. Is that employee there when they are supposed to be? Do they do the job assigned without complaining? Things like this show the value of an employee, and if you want to keep them or not. Decisions like this are always difficult. I hope you can make the right one.
