It is not your job to "police" your coworkers. Go to your supervisor and explain the problem. Be professional and be polite and emphasize your productivity is affected by the work environment provided by the company.
Can you move your deskspace? Can you put in a CD player, if their conversation gets too close and loud, turn up the music briefly. Document the multiple times their conversations occur and go over options with your supervisor. He/she probably won't be surprised by the inadequacy of these employees.
Keep things positive and professional and use the system your management has put into place for complaints and problems.
