Most companies that do one, do both. Recruiting is typically just going out and finding someone for the company to hire, while staffing is typically providing employees to do the work, but they still get their paycheck from the staffing agency. If you're not sure of which you're getting into, ask who you'll be getting your paychecks from, that'll give you a good indication of what you're dealing with.
Other things to look out for are whether or not you'll be getting benefits, if it's a contract position, and if there's an opportunity to go permanent.
Any good recruiter or staffing agency will take the time to explain everything to you, after all, they don't get paid unless you do.

recruiters at companies are sometimes temps not even employees that screen resumes etc.
staffing can be the same or include staffing companies that hire temps or temp to perms.

Recruiters go looking for people. They look at a company's employee needs and then seek out individuals to fill those positions. Kinda like head hunting.
Staffing is taking the people that walk through your door and trying to find them a job based upon their skills and abilities.

Recruiters are paid by: Companies
Staffing agencies are paid by: Workers (or they are free/not for profit)
