I find your question very interesting. I don't have any knowledge of it though, but I think it could be very reasonable. The only example I know is that hospitals that are run by nurses are a better place for doctors to work in. If hierarchies could be properly established, then we could all understand that a higher education gives you the ability to handle specific issues better than others, not more issues and not all issues.

The secretary is not the manager. She reports to the manager. Some of them think they are the managers however and become very self important.
How the hierarchy works varies from one organization to another however so one must watch their Ps and Qs around the secretary because they usually know what is what around the office. An effective secretary can make your life a living hell if you don't treat her with respect. Always remember she does report to the boss and she can report whatever version she likes.
