It would not be a true monopoly per se but it would threaten net neutrality. Why do you think dsl is so high? One of the reasons is because you only have a few large players in that business and this takes out yet another.

No, it won't be a monopoly like the Bell System was before 1984 because it will not control the long distance market in any meaningful way, there are other carries even in the markets it covers now and it won't touch wireless and VOIP telephony.

Yes and no. A Monopoly is complete control of a resource. True Monopolies are hard to find in a free market society.
Yes it will be a coorporate giant and will threaten most of the smaller companies. And eventually it will probably be ordered to break up (by the Democrats).
