Flat rate doesn't mean "WE WILL ALWAYS CHARGE YOU THIS MUCH NO MATTER WHAT, EVEN IF YOU MAKE CALLS TO SPAIN AND SEND A MILLION TEXT MESSAGES!"

You've must have done something, look at your bill details or call them. They don't just charge people extra for no reason.

You probably don't need to call a government agency.

Call Verizon directly and you should be able to work it out.

I have Verizon and they've done that to me, too. All you need to do is look at your bill and figure out what charges are bogus or incorrect. Then call Verizon's customer service and point out to them that you were overcharged, and tell them where on your bill. They will do one of two things: Apologize and credit you back the money or take it off your bill, or they will tell you the charges are correct and explain why. Perhaps you've gone over your minutes. If that's the case, you'll want to consider adding more to your plan, and it will be worth it, because they charge like 50 cents a minute, which is outrageous. Hope that helps!
