This may be a weird question, but I've never noticed it in any other store.....does anyone else get shocked when pushing your cart around Walmart???? Why is it?
It could be the friction of the wheels or the shoes you are wearing. If you roll your cart on carpet, the wheels generate static electricity and without a conduit to ground the rubber wheels, it is likely that this will continue to happen. Wear tennis shoes with rubber soles. This might help you.

Static causes the shock, but it isn't just walmart carts

Never had that happen. You must be electrifying.
Scream!!!
Wal-Mart plants a tracking device into your skin, that's where the shock comes from, they are going to track you and use you as one of their statistics and to track you if you stole the cart from their GPS system. . .
Just kidding, it's static electricity

I'm sorry I have never experienced getting shocked when pushing my cart. However, I always seem to get the loudest, most messed up cart anywhere I go. I think it is a conspiracy.
