Want a promotion, but boss doesn't see needI?
I worked at a company for 6 yrs and they never promoted me to the level where I could bring the most to the job. In fact, they asked me to cover the reception area one day when they were in need (after 5 yrs, and I held a coordinator title and have a bachelor's degree).

I work at this place as freelance now (left for F/T position but was laid off). I want to tell my new boss what the need is (management of 2 key areas, one being the handling of editorial work), but they think they need a person who can serve them and work as a secretary and word processor.

My manager is someone who is a non-native English speaker and who, I feel, should not be in charge of editorial.

I'm thinking of leaving the company because they cannot offer me all I can bring to the table, but at the same time, I'm hurt doing so, knowing I can give them so much more, being well-paid and better respected. They're just stubborn-headed (or I'm not influential or persuasive enough to sway them in my direction

Take your skills somewhere else. You deserve better and there are companies that need you.

You may be fighting a battle you cannot win. Even if you are right in your assessment, the people you work for are not taking your advice and they think they know what is best for them. They may be right. They may be happy with the way they operate their business. But if they are wrong, there is nothing you can do about it. If you are satisfied doing what they ask you to do and receiving the pay you are getting, you might as well continue and stop trying to change their minds. If you think you can do better elsewhere, look for another job.

Are you doing something for them now that will make them realize you were right if you leave them? Or are you doing what they want you to do and they are satisfied with your services? Can they find someone else to replace you if you leave? answers to these questions may help you decide what to do.

Is this your first job? It is recommended by Career counselors to change your job every 5-7 yrs, in order to have an abundant career portfolio. Employers are more likely to promote an employee on their "connections" and on their background and experience.
Look for a new job before quiting the old one. Looking for employment is a difficult and long process. If your employer is 'stubborn-headed' as you say, it is best to stay on his good side so he can recommend/vouch for you when your next potential employer calls.

Sometimes it becomes evident that it is time to politely move on. Obviously you are not happy and neither are they.
