Make it a policy to be eligible for advances, so they are to be given for unexpected expenses, or emergency situations only. And stick to it! - the policy should be for all your employees, so no one is given "special" consideration.
Here's a guide to refer to on what an advance (loan) should cover and how to go about enforcing the policy: http://financial.ucsc.edu/Pages/Payroll_EmployeeSalaryAdvance.aspx
Ask yourself if you would make an advance to a person addicted to drugs or alcohol knowing they were hurting themselves?
Also, if you care about the employee, which it sounds like you do, you try subtle intervention by leaving info about gambling problems on their desk, or their in-box, etc. See here: http://www.ncpgambling.org/i4a/pages/index.cfm?pageid=1 |

Wouldn't just telling him NO be a solution? |

You can not give legally him gift cards as you are required to pay him in readily available funds (either a check, cash or direct deposit) and a gift card would not be considered available funds since it limits where/when he can spend it. Your only solution is to put a stop to it immediately - you will need a new policy on advances (or just enforce an existing policy, if you have one). Most companies only allow advances if the employee is going to be on vacation during pay week, or in other case-by-case situations. |

You are reinforcing his addiction. Stop the advances. Refer him to the HR program for help. (psychologist/professor) |

Instead of giving him more money in any way (which is only enabling him, not allowing him to realize he has a problem), just tell him you can no longer do cash advances. If you have to give a reason that is not quite true, so be it. He is milking the company for far too much and it needs to stop. |
