I'd like to let the poster above me know that Wal-mart (at least on Long Island.. and probably other areas as well) pay more than Target, but Wal-mart gets more bad press because it's the big guy.
I personally prefer Wal-mart. I do agree with the person that said service can be better at Target, but it really depends on a store to store basis. Every store has it's dedicated, great employees, and the people that just don't really care.
