That's an amazingly broard question - however, as a CIO that started in a past life as a Director of IT, I'll give you my take on it.

First, IT Directors are generally reporting to a CFO in a small to mid-sized company. If they are lucky, they help mold the technology strategy for the enterprise. If they are unlucky, they are tasked with implementing the CFO's or some other person's strategy.

What this means is this:

You probably maintain the IT budget - you MIGHT get to develop the budget.

You are probably a hands-on member of the technical team and will be expected to work alongside other members of the IT staff.

You will be expected to manage this staff - this means performance reviews, salary reviews, skill assessments, and dealing with the challenges of personnel management.

You are expected to be on call 24/7 to deal with any emergency - and they happen. You will get none of the glory - but all the blame.

Your number one role is to work with management to ensure that their expectations of what your team is able to deliver is realistic. If you fail at this, it becomes your number one role to ensure that you're the one taken to task - you never blame one of your staff members.

Lead as you would like to be led, and you can go far. Protect your troops at all costs, never ask them to do anything you aren't willing to do yourself, and make sure you let them shine in the few spotlights that are there for them. You are already moving up in the management ranks, let them bask in praise from the rest of the company.

Nothing will end you faster then taking credit for the good, and placing blame for the bad. Nothing will propell you faster that over delivering on your promises and letting your team take the credit for the success.

Unlike lawyers, accountants and other directors who hold professional and technical (as opposed to sales and marketing) positions on the board, the IT Director has no substantial qualification for his job. The true role of an IT director should be to determine specifications, source and implement systems at the direction of the user department managers. In practise many IT directors attempt to restrict the user specification due to their own limitations and availability of software and hardware from their preferred suppliers. The technology is relatively new and the IT director enjoys this elevated position as others in the corporate environment not are prepared to say that the emperor does not in fact have any clothes at all.
The daily concerns of the IT Director are:
1. System failure will cause significant financial loss.
2. Someone will find out about his kick-backs from suppliers and consultants.
3. How late and how far below specification will outstanding projects be and how much are the cost over-runs likely to be.
4. Will this be the day that his functions are delegated to user departments and this parasite is finally eradicated?

To define, implement and manage the IT strategy, ideally it should be their own strategy and incorporate the IT budget, but it varies between companies.

on the whole, they ensure that the strategy is moving forward at the pace it is supposed to and within budget.
