i.e.
Goal, establish air superiority.
Plan, flight X flys overland and lets itself be discovered by enemy radar. Thus causing the enemy to turn on their radar, thus reconaisance platforms pick up radar positions on OUR radar. Flight N bombs the hell out of the radar.
