if your company is a big one...and have many employees...then it's better to inform them with notice on the notice board.
if ur company is small...then u can address them and have a meeting or write a letter addressing the employees.

1) Employee Review - schedule twice yearly or yearly at minimum.
2) Documented expectations - let employee do it, review and discussion with employer. It acts as a kind of agreement. Mak it real, not just a phony exercise.
3) Anonymous poll of employees surveying management. Web based is good.

4) Reward and celebrate
- Reward successes publicly. Extra money, gift etc.

The most effective I have seen setup is when managers have weekly meetings with their employees, one on one. These meetings are for 15 to 30 min to cover anything from status, performance, training, or just find out how the team is doing. Managers meet weekly with their managers and on up. This way anything of importance gets fed up within a week or fed down within a week. Personal touches are done by each manager and each manager has the freedom to set up how they want.
It was so successful in our consulting groups, that the corporation we were consulting took it in and now does it for their employees.
