Ask your employees what they need in order to do their jobs better (i.e. better working conditions) in a public forum, then be seen to be making those changes.
Review employees' pay steps often, and reward good performers. Don't make them ask for a pay rise when they deserve one.
Managers in people care should ensure that they are available to listen to their employees and communicate openly with them. They must understand that people need to enjoy their jobs in order to perform well and succeed. If a problem makes an employee unhappy enough to want to leave, resolving that problem should be a high priority (this may come down to making an actual change, or just discussing with the employee until they understand why the situation is as it is).
If your intiatives and the steps I suggested above don't work, consider bringing in a consultant to focus on improving employee morale. Tell the employees that you are doing this, and why you are doing so. A common response from the staff will be that morale would be higher if the money spent on consultants was used to increase their salaries instead, but if the experts you have hired are worth your company's money, the results of their initiatives will keep employees happy (instead of highly paid and disgruntled).
One last one; don't disregard the negative impact that lazy and incompetent employees can have on their peers. Train your leaders to work with poor performers and encourage them to meet the standards set by other workers. Listen to them, and give them a chance to respond to the complaints put forward by other workers.
If they genuinely have no intention of achieving the requirements set by their supervisors and cannot be encouraged to change, then you may need to start looking at less positive ways of managing this behaviour as a last resort. A truly negative employee who adds no value can poison a whole team. An unproductive supporting team who cannot meet their requirements can impact projects on a region-wide basis.
