It would have to be Exxon Oil for paying $400 million to a CEO to retire. Outrageous.

400M is low. Top hedge fund managers averaged 363M for last year's salary. That's not a retirement thing. It's real money. James Simons got 1.5B for his efforts. Sure others have earned more, but that's still not bad at all.

Probably defense contractors trying to get workers in Iraq.

Now for more normal jobs, most companies strive to pay at the mid range. If they're paying higher, they're looking for a higher calibur employee and expect a lot more from them.
