Lets say we have 2 people. person A started the idea of making a company and Person B actually established the company. Who is considered the founder of the company?
Well the founder is the person who lays the metaphorical 'foundations'. In the example you give I would have to say person B since up to that point you don't actually have anything to show. A good idea is the beginning of the process, but many people have good ideas and unless you have the courage to put real money on the line to back it you really have nothing tangible, and hence no foundation.

I believe it's the person who established the company. Although it was an idea of someone else, it's the person who made the idea real that is the founder.
