Lots of jobs such as Sales, estate agency, recruitment consultant etc work on the principle of a low basic salary with extra money made up in the form of commission or bonuses. So for example you might be on a basic of £9K but if you sell £1million of advertising space (I'm just making up the figures here) you get commission of £10K, so the job is advertised as "on target earnings £19K" because it's what you can get if you meet your targets.
Does that make sense?

It means that the salary is achievable if the sales targets are met. Unfortunatley, the sales targets are usually on the 'ambitious' side, let us say!

Think carefully about a sales job. The salary can be very good but they are usually very hard work. Why don't you lie down until the idea leaves your mind?

In a sales job you get a basic salary and a comission for everything you sell. The On target salary, On Traget Earnings, OTE, or whatever they call it is how much you will earn in a year if you make your target of sales.

For example, you might have a basic salary of £12k with OTE of £20k. If your company sells posh widgets you might get £500 comission for each one, with a target to sell 16 in a year. On target salary would be:

£12,000 + £500 x 16 = £20,000.

If you sell less than your target you get less than your target salary and obviously you can sell more and get more than your target salary

It is how much you will earn providing you hit the minimum targets that the company sets you.
If you hit all your targets then it means your on target for that particular salary.
