Downsizing is, exactly as it implies, reducing in size.
More often than not it refers to a reduction in workforce but could equally mean moving to smaller premises, reducing working capital or any other rationalisation exercise which reduces the footprint of the organisation.
It's sometimes used by individuals to refer to a reduction of either physical or financial scale, such as getting a smaller car or moving to a small house.
Corporates tend to prefer the term "rightsizing" these days to avoid the negative connotations and the association with personnel lay-offs of redundancies.

Downsizing bluntly means employees are retrenched. Since it became a bad word, corporations use rightsizing more nowadays, just to give the impression that the layoffs are planned to make the coy lean and mean, and not becuase of poor performances.
