CEO may/may not be the owner of a company. In case he is not the owner (lets assume Mr. O) then Mr. O would appoint a CEO who will be the employee of the company and also responsible for the overall business of the firm.
By the way in the strictest sense every shareholder is the owner of a company. I assume that you are refering to the person who is the properitor/founder of the company holding the maximum no. of shares in a public/private ltd. co.
