They have different roles and it depends on the company and the industry. The most likely scenario is that the contracts manager looks after the legal side and the contract and the various clauses and how the relationships are set-up between the client and contractors, eg. the incentive mechanisms in place and how potential claims are handled etc. The Project Manager is reponsible for the delivery of that specific project, usually concentrating on time, cost, resource issues, stakeholders, benefits, goals etc... Chances are a Contract Manager would deal with several projects or a programme at one time, whereas Project Manager specific to that project, although if it's small projects they could be project manager for more than one project at any one time.
The contract manager is definitly not the boss of the project manager. |

project manager works on one project. contracts manager is responsible to ensure all the contracts under him (his project managers) all do what they are supposed to do. |

A project manager has the Union rep do his job for him, whereas a contracts manager will be busy all of the time writing letters an making phone calls to justify the participation of a general and sub contractors; all together. ( as i understand it this answer applies to public projects ) |
