Most companies have a grievance procedure set up for complaints from employees. HR should in theory help you file a complaint or at least be able to explain the complaint process. If your complaint is with the HR department or HR does not respond, then work up the chain of command until you get an answer. If you are complaining about harassment or discrimination, you can call the EEOC for help. Complaints about illegal wage actions like not paying you overtime if you are a non-exempt employee would go to the Dept of Labor, safety complaints would go through OSHA. All of these departments of the government have web pages that are very helpful in explaining how to make a complaint.

H.R. is suppose to be there to help you however in every company I have worked for and the people I have talked to they are for the company not the worker! Go to the BBB like the first guy said!

The HR is the Human Resource management and they are the guys who look into the staffing, resourcing, job application processing, resource positioning and procurements etc.

HR does recruit, hire, and resolve compliance issues. However, their primary function is to keep the company out of the courts by covering every possible issue from sexual harrassment to policies and procedures of the company to EEOC compliance.
