The executive summary outlines the plan in one or two short paragraphs, hitting just the high points and main thrust.
It's called that because the executives read that paragraph and leave the details to the accountants and attorneys. It is read to get a first impression - if they like the idea, they'll send the details to the worker-bees to parse further - so use it wisely.

The executive summary should provide the highlights of all the crital information in the business plan so, after reading, the executive has enough information to decide to either pursue the opportunity or kill it. Each highlight should lead the reader to a more detailed description or analysis in the body of the business plan.

the executive summary is a snapshot of the business plan. You tell them (the reader) what you are about to tell them (in an abbreviated form).
the "executive summary" is a synopsis of the more detailed plan. the target-audience is the a high-ranking officer in a company who is too busy to be concerned with the minutae a more detailed plan will entail.

An executive summary is basically a boiled-down, "just-the-facts" summary of any report or business document. Executives are very busy people ad don't want to have to wade through tedious detail. They just need to know where to find the detail if they need it.
