"Turnover" means the rate at which workers leave and are replaced within the company. A company with a "high turnover rate" means that employees have a history of only staying there for short periods before resigning and moving to another company. This is usually indicative of the company as generally being an unsatisfying place place to work for most people.
There are lots of reasons why people leave jobs. I left my old job for the following reasons, in approximate order of importance:
1) Highly political corporate culture
2) Low Pay scale
3) Lack of job satisfaction
4) Lack of company incentives besides a paycheck
5) Poor management
6) Lack of good benefits that might be sorely needed
7) No indications that there will be future growth in the company any time soon; stagnant or obviously decreasing business
A lot of other people left for similar reasons. I think we lost about 15 people over a six month period. Truly, I was amazed when I started my new job and found that none of these factors existed...and I had been at my old one for 12 years (though it only got bad over the last 5 of them).

Turnover is the rate of nex people being hired to replace old employees leaving. A high turnover rate is usually a sign of bigger problems since most people won't leave a good job unless there was a reason.

That is self-explanatory in my book . Good jobs and reputable companies have a very limited turn over . People stick to good jobs and decent pay . What you are describing reeks of a sweat shop .
Look elsewhere .
VirtueOfIntolerance
first answerer got it right: it's a bad place to work. maybe a sweatshop, or just not well managed.

The company is likely to have an unhealthy organizational cultural climate causing worker stress that exceeds the benefit of their pay checks.

It means the job is high stress or the company is horrible.
