Those petrol stations are called Elf because they used to be owned by an energy company called Elf Aquitaine. In the late 90's Elf Aquitaine was taken over by Total, which is a much larger French energy company.
The combined company then took over a Belgium energy company called Fina and renamed itself TotalFinaElf. They very quickly got sick of all the other energy companies laughing at their stupid name and changed it back to Total.
So Elf filling stations are owned by a French energy company called Total. I believe they are in the process of rebranding their filling stations to use the Total name.

The full name of the company is Elf Aquitaine (it's a region of France). To the best of my knowledge, Elf isn't an acronym for anything, even in French.
