They both have their good and bad points. I would say the vendor relationship would be easier to terminate should the arrangement prove unsatisfactory.

I personally would form a partnership with a company in the country you wish to operate in. Of course a market is no market without the countries people, so before you enter a partnership I would suggest you visit the country, maybe to introduce your products (workshops, user trainings) and try to get to know the people. If there are language difficulties then take a course, inform yourself about the country, the laws and regulations..etc..etc..
