Do not try to ring it back, it may be a hoax call so you ring back and then it costs you £1 .

it might be a random cold call dialer. they only call out and cant accept numbers in. either that or its a busy switchboard. busy switchboards often say the number is unobtainable when in fact its just busy. either try it later, wait for them to get back to you or ring the 100 op who mite have a better idea where it came from. possibly try a reverse directory search?

It is likely to be a company number that appears as "originating number" on CLI, but does not accept incoming calls.

It's unlikely to be a "normal business" - while they might hide the "direct number" of the person calling, they normally set up their switchboards to route such numbers through to an operator so at least you get some service, even if the operator won't know who in the organisation might have called you, and least you know the organisation.

The "no callback" numbers are generally used by tele-marketing organisations with "predictive dialling". This is a system where a computer will place a large number of simultaneous calls out, and when one of them is answered, will connect that unlucky prospect through to an agent - if two people happen to answer their 'phone at the same time, then one of them talks to the salesperson, and the other hears silence.

Under normal circumstances, you have no immediate right of redress against companies who call you in this way. The UK system is set up that you are assumed to be OK to accept cold calls UNLESS you register with the telephone preference service (TPS.) The TPS maintain a nationwide register of people who have asked to NOT receive such calls.

Registering with the TPS and surprising effective. It will NOT stop you getting unsolicited SMS messages (if the number is a mobile), nor will it stop you receiving calls from organisations who you have "asked to call you" - "asked to call you" is a surprisingly broad term, and includes things like filling your number in on a questionnaire and failing to tick the "tick if you don't want to be called" box....

The TPS is free - Do not confuse them with the Telephone Mailing Preference Service - a commercial organisation who will charge a hefty fee for registering you with the TPS!

If you are registered with the TPS, you can complain to a whole bunch of people (your phone company, the Government's Information Commissioner, etc.) if you continue to receive unsolicited calls.

Be careful, however, in registering with the TPS, you will also stop receiving calls that you may have preferred to - such as charities.

it is probably a sales company that rings you up asking if you want double glazing or new water pipes fitted in your bathroom...
when they ring just ask them if they want to buy something from you... they will get confused
