In my opinion, the CEO exerts much more power. They control budgets, executive appointments and who works on what on a daily basis. Most Chairmen must work though their board to drive the CEO in one direction or the other. Chairmen can be powerful, but it takes a long time to build a board that will support a Chairman against a competent CEO.

A chairman of the board is powerful than a CEO. The reason as to why is powerful emanated from the fact that he is being appointed by the shareholders. He assumes the role of an equity provider/ owner. A CEO is an employee, his role is to execute the technical matters that owners can not manage.

Note however that the CEO is the poster boy in Corporate America when the going is good and likely to get the boot when the going is bad.
