The Panama Canal is now property of the Republic of Panama. According to the 1977 Carter - Torrijos treaties the transfer of the Panama Canal to Panamanian Control was set to be complete on December 31, 1999 at noon.
As for the agency in charge of running the Panama Canal it the Panama Canal Authority (ACP in Spanish). You can find more info on their website at www.pancanal.com.

The United states bought the canal rights in 1899, for $40 million.
The U.S. and the new state of Panama signed the Hay-Bunau-Varilla agreement, by which the U.S. guarranteed Panama a perpetual lease on a 10 mile stretch of the canal. This strip is known as The Canal Zone. U.S. paid Panama compensation of £10 million and an annuity of $250,000 starting in 1913. Does this answer your question.?
