An effective manager is one who knows his staff inside out. A manager who know which among his staff needs a little guidance, needs training, and the un-trainable. An effective manager encourages the staff who needs a little guidance, trains or gets training for the trainable, and has the follow through & legal knowledge to dump out the untrainable or no willingness to be trained. This effective manager will soon be left with an effective staff, that will run very smoothly.

Of course this assumes that the Manager is a "true" Manager, and not a leach who hires "smart employees with no ambition". This is the kind of manager who manages and trains his staff to become as effective as he/she is.
