Not all businesses need to be online. Especially small ones. Why pay for something you don't need? Even email can be time consuming for some people.

A worthwhile question- here are my thoughts:

Some small businesses are headed by entrepreneurs who must focus all of their energies exclusively on what brings in immediate revenue. Though Websites are crucial tools for business growth, stature, and aggregate sales, they don't do everything.

Big deals, such as selling houses, cars, and drafting will documents, are still closed face to face. The final decision to make the purchase, is usually also only undertaken in person.

If the business leader's "strong suit" is making sales, and many sales are really only completed through interpersonal contact, business leaders understandably chose to devote all of their scarce time resources to live contacts, rather then squandering time going back and forth with idle websurfers, such as we!

I also suspect that other professionals, such as attorneys and mortgage brokers, avoid using email so that they won't be later sued for any representations they make.*



Finally, some people still just don't feel comfortable with the medium.


* Lawyers bear further attention:

The culture of web communication can be seen to threaten the virtual monopoly on key information they used to enjoy. While legal Information companies such as WestLaw have stood up to maintain the restriction of easy access to public records amidst the internet, much of the monopoly is eroded.

Lawyers charge money for written documents and for advice, and for the fact that they are licensed - If their product is a brief letter or statement of advice, that can easily be transmitted online, the mystique that helps to establish professional value is eroded.

From the attorneys' point of view, causal participation on web dialogs, may not be justified because the web is unvetted. They may see that their input, which comes as a result of years of training, and rigid focused thinking, is easily confused with reams of worthless, ill conceived, gibberish.

To some extent, lawyers may also depend on a lack of transparancy to justify their value. The free internet, as the paradigm of transparancy, may be seen as a threat for this reason.
