Short answer : because they are stupid.
Or, one can ask why CostCo, K-Mart, Sam's Club, Whole Foods doesn't get the same.
WalMart stands out as the competition cruncher (somewhat extraordinarily), and is more pervasive around the nation. Aside from that, they are no different than any other company that's simply looking out for their own interests (Starbucks, McDonalds, Ralph's, VONS, Trader Joe's, Home Depot) |

I know that people in my town associate WalMart with skeevy-ness and lowlifes. I used to go to WalMart before Target, but I personally like Target a lot more, and its much closer to my home. |

B/C Target didn't run all the other small shops out of town & then raise their prices like Wal-Mart. We lost our pet store, grocery store, etc. I don't see Targets going into small towns & running out the businesses as Wal-Mart has. |

Because Target hasn't had the same history of opposing unionization, suppressing women's advancement opportunities, or steamrolling over local opposition to its expansionary tactics. Target is a more upscale store, to boot. |
