You know, I ran into a similar problem while I was taking a photo of a shopping mall that I used to frequent.
I was mainly wanting to remember the places that I used to go, and a security guard pulled up and informed me that picture taking was not allowed.
I think that it depends on the area, the rules of that complex, and the individuals involved.
Much of it, I feel, is due to a general paranoia that has engulfed our nation lately. You see it in various industries due to lawsuits and terrorism. It's simply over-kill. |

Well, they're afraid of of spys from most grassroots groups, because Walmart is the epitomie of evil for us grassroots. They do not practice fair-trade, they support slave/child labor, they do not provide a living wage, or proper health benefits, and they hide it all behind a smile. Boycott Walmart. |
