Perhaps it seems this way because it is illegal to discriminate between race, age, among other things when a company hires people.

Why not? Don't they need jobs too?

I believe that you also have to think about employee loyalty and turnover rates. If a large low-cost providing business such as wal-mart could find a way to save more money by hiring employees who are more loyal and demand less money, then they are good business people.

A business is there to make money. In fact, by law they have to do anything (ethical) they can to create value for their stakeholders.

It is an attempt to cover for the lawsuits that keep coming from minorities and women. Unfortunately, they keep coming because Wal-mart is missing the point. The problem was never whether they hired minorities or not, the problem is how they treat them once they do hire them. Wal-mart is known for paying women and minorities much lower wages than their white male counterparts (I would emphasize here that that isn't the fault of the white male counterparts--who just happen to be the lucky receivers of Wal-mart's "generosity"--so don't attack them as racist. It's Wal-mart who is showing racism and sexism).

Wal-mart is also very well-known for giving them fewer benefits, gives them more trouble when they try to take advantage of any benefits, fires them far more often despite the fact that they do at least as well as their white male counterparts, and the minorities and women very rarely get promoted. So while Wal-mart is hiring quite a few minorities, it is only to cover for the lawsuit over the rest of the foolishness they'll put those minorities through later.

Two Reasons: It makes them look good, given the socio-political environment. It's called "Goodwill value" and increases the value of the company. Secondly, because minorities and disadvantaged people are willing to work for less pay, crappy hours, etc. It's cost-effective. That is probably the primary reason, since with business, in the end, it's all about the money.

when I was starting my business the deal was that the gov will give me a loan if I hire a certain amount of people the gov considerate disadvantage
I did not bother with their money because the point of going on my own was not to be under control
sometimes i have diff to find well qualify billinguist but so far I am doing well

To begin with, you first have to appreciate the fact that both of these 2 department stores are discount opperations. That being said, in order to keep there costs down, and thus affordable in order to sell to the public, they hire people at minimum wages. It just so happens that people who work there are hired, in order that they not be on welfare.

I've noticed that to be very much the case with K-Mart, and somewhat the case with Walmart. I can't say that Target seems to have that same appearance. I guess alot of it depends on the location of the individual store and the demographics of the area from which it draws customers.
