Royal mail policy is. You deliver to your route the maximum allowed weight you are allowed to carry. If it was special delivery, signed for item, postman has to call. Depends on the eBay seller how they ship the item. Parcel post is a separate business. Although they are same company.

I was a postman when i was 18 years old for 4 months. Get to sorting office at 4am.... sort each streets post on your "walk" in to numerical order.
Then go out on bike/foot and deliver... up and down streets... letterboxes often sping snapping on to your fingers. Two heavy bags of post, carving in to my shoulder. They should rethink parcel policy. All parcels should be van delivererd.. not sent on the cheap to run through same process as letters delivery.
