It is not making money. Not that many people sew anymore. Those that do have to buy fabric, zippers , patterns or whatever else they need, making the cost of the garment more than what they can buy it for, also factor in the time, it is just not feasible.

Probably because they have to have someone there that knows how to cut and measure the cloth. Which means more overhead and less profit. It's all about the $$$$$$!

I heard it is because it is not making money and not enough people are sewing anymore. Maybe they will keep some low- quality material for crafting since many people are into that, but yes, they are discontinuing most, if not all, fabric.

You are correct. They are slowly doing away with most of the fabric and craft isles in most of their stores. Three of the Walmart stores near me have gone through this change within the last year.
The reason is that the fabric and craft items don't sell as much as the items they are putting on the floor to sell in their place. Walmart evaluates sales based on sales per square foot. Say they have 200 square feet designated to fabric and craft items. The fabric and craft items may sell but if they can replace them with items that sell more often or at a higher price then that will boost their sales per square foot in the store. They want to maximize the amount of sales potential per square foot and the research has shown that making this change will help that ratio.
