Cos they didn't have Google at all until recently -everything is filtered and monitored by the government so that the people don't get influenced by outside forces they don't agree with. Google have just launched a Chinese version which blocks nearly everything you try to look at.

One reason is it is popular to check up to date news sometimes while Japanese people are using Internet. It is nice to return yahoo.co.jp to check whether some important news or topics has been posted or not. google is only search engine and boring.
Another reason is many people in Japan use Yahoo! BB ( Broadband) service for their Internet, and therefore, also set Yahoo BB http://bb.yahoo.co.jp/ as their home page.
