If you need to ask, then you won't find it. They usually come in your mail as an offer. Sometimes you get one from your own credit card company.
It appears that these no transfer balance fees have gone the way of the buggy whip.
With the exception of Discover.

If you're credit is somewhere at least in the mid-600's you should be able to get a Discover card. Discover and American Express are the two most common 0% balance transfer cards. Just beware though that the 0% is for only a short period of time and then the rate jumps back up. My Discover went from 0% to 19% on balance transfers after the startup period.
