Yes if you go to your local library and ask for the electoral register. |

Hiya !
The electoral roll will give you the information you're looking for.
It's sad but you don't have a choice but to appear on the electoral roll (you can get jail if you don't register !) |

Loiter around the front of the address, and when the postman arrives, say 'hi, have you anything for me?' as you start to walk into their garden..........the mail man will not know you, so will give you the mail for that address..........(assuming they have mail that day), if they don't, give it a few days before trying again.
I should point out that this is probably theft, and punishable by law.
And also, that my answer is purely hypothetical. |

You can find out who owns the property on the land registry website |

Although we have to register to go on the Electoral Roll, we can opt to have our information kept out of the public domain, so any Electoral Roll to which you have access isn't complete. You aren't likely to find them in libraries anymore, all due to the Data Protection Act. You will probably have to go to the Council Offices, but will still only be able to see the edited list.
You can't do www192.com for this. That can only find the address of where someone lives (if they are on the list, and you are prepared to pay).
You can find the owner for £3 on the Land Registry site, which doesn't answer your question if the property is let. |
