Yes you can IF you're referring to a prepaid card that you're going to load YOUR OWN money onto. You used the phrase "prepaid credit card" and "credit" has nothing to do with a prepaid card in the sense that a credit card involves a line of credit extended to you by a bank.
In your case, you can find a prepaid Visa, MasterCard, or American Express at your local grocery store. These are usually loadable gift cards with a Visa or Mastercard logo on them so that you can use them in stores and/or online. You just load money onto it at the check stand and you're on your way! |

If you do get a prepaid you WANT this to be on your credit history. It shows that you are a safe risk froma very young age, so when you do get serious and get a 'real' credit card when in say your 20's you will already have a credit report.
That said you can not get a credit card without giving up info and at your age you will need parental consent. Which I do not see your parents turning down if you are getting a prepaid that you are putting the money on and not them.Unless of course you are wasting this money (I have no idea what runescape is?) the best way to get a prepaid is to go to your bank, it will have lower fees (because you DO have to pay to get the card besides just putting money on it to have a limit)
It is possable because I had one when I was 16 (of course i needed my parents to do this) |

A 'prepaid credit card'?
There's always bank cards or key cards that you can get before you're 18.
You can't get credit (borrowed money from the back)
but you can get access from your own bank account on your card. |

If your credit record is poor and cannot get a normal credit card, then a prepaid credit card is your best bet.
Though prepaid credit cards are accepted at any regular retailer that carries the credit card logo, they are not a ‘credit’ card in the normal terms, since the issuer does not extend you any credit facility. Instead your spending limit depends on the amount of money you carry on the credit card at any point of time. |

I believe you have to be 18 to get one.... next time you're at a store that sells them, read the back and see the qualifications.
Personally I don't like them and think they are a rip off, just for the simple fact that they charge you a monthly maintance fee. |
