Depends,

S.S.I. income is exempt from garnishments unless it's from the Federal Government.

So your credit card companies can not touch it, but if your student loans are backed by the Government, they can.

yes if they have a judgement against you, they can garnish that income. The court will decide how much they can take.

If its IRS they can actually take 100% of it, but they usually dont. They will normally take 40-60% depending on what you owe.

Yes it can be. You can try to consolidate your credit card and student loan for free it will help you. Try to go for some student FREE scholarships offered at free. You just have to apply and see if you get some for you.
