Yes you can. But you should try to get to a supervisor. The customer service people you get on the line at first don't have much authority to do that.

yes you can but they will give you high interest rates.
If you go with a debt settlemet company they will usually negotiate for LESS or NO interest rates. Your principal debt amount will also be reduced to around 30% to 70% depending on your credit companies.

if they even accept you offer, it doesnt mean it will be clear on your credit report. they can put on your report that you settled for less than owed and how much of a loss they took.

Yes you can, as a matter of fact after my late wife passed away, I called several of our credit card companies and made settlements. Some were as little as 50%. What you need to make sure of is to get everything in writing and make sure that they agree not to report you as "Settled for less than full amount".
To achieve this you will have to talk to management, customer service doe's not have the power to make these decisions.
