My dad lives in a different state and is going to pay for my prom dress, so he gave me all his credit card information.
I could of course use it to buy a dress online, but that would be way too risky. I mean it's prom! ;]

I'm going to assume that most clerks are going to be hesitant to input credit card information they get off a sheet of paper. There's no way for them to know that you've been given the authority to use it for your purchase.
Depending on where you buy however, your dad may be able to give his card information over the phone to the clerk. I did so with my bridesmaids' dresses.

Theoretically, you could pay for the dress by credit card without the credit card -- but I would doubt that a store wouldd permit you to do so, unless it was a store credit card.

depends on the store. I work at a convenient store and I could easily do that by just typing in the numbers instead of swiping the card, but I'm sure some people would be asswholes and not allow this. probably depends on the cashier.

No, you can't. Sometimes stores will allow you to put your card on file so you can use it if you order by phone or if you don't have your card with you.
Call the store or visit them and ask if your dad can pay for your purchase by phone.
