It depends. Most of the answers posted so far tell only part of the story. They are correct in informing you that after 6 (six) years, the statute of limitations has been reached. However, if, at any time during (or even after) those six years, you signed an agreement acknowledging the debt, or made a payment to a collector... the clock starts over again, fresh, as though the debt had just been incurred.

If you've never made a payment or acknowledged the debt, then you may write to the agency and inform them that you do not owe this debt and that they may no longer contact you. If they continue to do so, inform your state attorney general.

ask yourself this question would you want it repaid if it was owed to you? not knowing you or the circumstances of the debt it is difficult to make a judgement but i wouldn't want you as a friend.

1. have you ever acknowledged the debt?? 2. made any payments on it??3. who is the debt owed to and for what?? 4.what city and country are you in?? 5. how did they contact you after 23 years or have they been contacting you all along.. the answer is quite probably a yes and no..need more info to help you better lots of details missing...

thats right 6yrs without ackowledgement and its written off - unless a ccj has been added - or if its a mortgage/mortgage arrears

If they have only started asking for it, then no, after 7 years, a debt can be written off.

If they have been chasing it throughout and can demonstrate they have, then you owe them the money.

The law in the UK states that they must not go for a period of over 7 years without trying to find you.
example, all of maggies poll tax not taken to court is now written off
Which more or less means that any debt over 7 years is no longer a debt, my advice would be to go to the CAB and ask to see their legal adviser.
Mean while keep all letters and just to play safe scan a copy on to you computer so you have a record.

In addition to the answers about expiry after a length of time, if the debt was secured on your property, then it remains and will be paid when you sell.

23 years? What's the origin of this debt? Without more information, it's hard to recommend a course of action. Depending on whom the debt is with, you may wish to pursue getting it paid.

Have you been aware of it all along? If so, why have you not worked to resolve it before now? The amount involved should be considered also. Some creditors will write a debt off if it's under a certain amount. Yet others will pursue collection to no end no matter what your circumstances.

If the debt is owed to a government agency like for a student loan, then you should highly consider paying it. Debts to the US Government can prevent your receiving federal aid in the future. Recently, a law was passed that if you owe the Government, your tax refund can be used to reduce it.

If your debt is with a credit card company, call them and offer a settlement amount. Credit card companies are infamous for inflating a pitance balance by tacking on interest and late fees.

If you still owe the money, yes - and probably accumulated interest too, just like our 25 year mortgage that we've just paid off - yippee!!
